I'm using a iPhone6S 16G, IOS 10.3.3. How do I get "update carrier settings"

my phone has only 16g capacity, I which I think it's not enough for IOS12. The thing is I recently switched a new carrier. But I can't get the update carrier settings to pop, can't use my cellular network. Anyone got any solution to help me out?please?
