Trying to transfer user data from old laptop to new Restoring Hangs

Hello,

I am trying to transfer data from Mac 10.14 Macbook Air 2013 to Mac 10.14 Macbook Air 2018. When I boot into restore I select the drive and it erases the old data and repartitions the drive, but then when it gets to the restore it hangs at Restoring files... I have tried this with a few different back up drives and 2 different machines. Any idea why this isn't restoring?
