Apple does not create emojis.

Everybody can submit emojis proposals, and they must be approved by the Unicode Consortium.

Apple does not define the emoji character set. That is controlled by the unicode consortium. Send your request to them.

They can't. Emojis are created by the Unicode Consortium, not Apple(except for national flags), and the set of emojis which will be in the next release has been finalized.
