Lost old videos, photos on iPad, iphone

I thought all my photos and videos are automatically backed up to iCloud but they’ve disappeared and I can’t find them on my ipad 2, Ipad air2, or iPhone 5.

backing up to icloud What does iCloud back up? - Apple Support

and

syncing to icloud Set up and use iCloud Photos - Apple Support

are 2 different things.
