how do i recover my apple ID?

When we sat up my Apple ID, we wrote down the answers to the security questions, but we screwed up and used our iCloud email address as our recovery address. So when we use the link to send recovery, we can't get to it because we can't get to that email. So we use the other link and I know the answers because we wrote them down. But we get the error that we've not answered the questions correctly. I read where I can reset it after a waiting period, but haven't found out any info at this link. Thank you
