iphone x wont turn on all the way

how do I get my apple iphone x to turn on all the way I've tried holding down the power and volume + button but the logo turn on and then turns off continuously I don't know how to turn it all the way continuously on at this point. the serial code and ISBN number ect. is inaccessible.
