Can I have my iPhone and Apple Watch ring and play sounds for text messages on both devices at the same time?
I only get it on one based on if my phone is locked or unlocked at the time the message or phone call comes through.
I can’t find a setting for this.

I would suggest you reset your watch. Press the crown and side button in untill the Apple logo appears. Also Check your Watch is updated to 5.2.1and your iphone is running ios 12.3.1. Finally Unpair your Watch and repair it. if you are still having issues

Make sure mirror my phone is on in Watch app on your iPhone is on
