I recently purchased a new macbook pro 2019 15 inch and i felt a slight shock while charging it. Now apple must look upon it and replace me with the fesh unit. I didnt expect this from apple in 2019. This was my first macbook pro and i experienced such experience. I would now like to have a fresh piece of it.
This is with the Mac plugged in or battery only? Battery only definitely an issue.
You can try a different outlet to make sure it is not the outlet.
Always advised to replace the 2 prong duck head with the the grounded 3 prong extension cord. This maybe all it takes to ground the system.

Make a Genius Bar appointment at your local Apple Store or Apple Authorized Service Provider to have them take a look and provide you with your options.
