I have a Mac Pro Mid 2010.
I need to update my system software. Currently running OS X El Cap 10.11.6
Could I get a response on what has to happen with my hardware to accomplish this? I've been told I need to replace my video card.

Your Mac, which is the same one I am using currently using, can be upgraded to High Sierra 10.13.6 but not beyond.
The graphics card does not support Medal(API) which is required to run Mojave.
If you need to upgrade to Mojave, you will need to upgrade to a graphics card that is compatible with Medal(API). For Apple's suggestions on how to do this read https://support.apple.com/en-us/HT208898

Personally I decided not to continue the battle with my 2010 MacPro. Even though the DIY Fusion Drive composed of an Accelsior PCIe SSD card and 1 TB disk drive which increased performance, it is now lagging behind my MacBook Pro.
If you are going to upgrade the graphics card so you can install MacOS Mojave, as noted it has to be Metal capable, but also look for Mac Edition cards, or cards that have been 'flashed' for Mac, with these cards you will get the boot screens at start up.
you can put PC Cards in a Mac but you will not see the boot screens on start up, after starting it will just boot to the login screen. If you are considering upgrading to Mojave it may be wise to buy an SSD.
Pretty much what I'm concerned about...and fear this mid-10 may have to be on its way out. Was hoping I wouldn't have to do this...but concerned that spending money and updating will ultimately be for naught. :~/
This is where I'm most concerned. I run Adobe CC products...most often, Lightroom. It's really dogging on my workstation and noticeably faster on my macbook pro (even though that's limited to 8 gb ram). Lately it seems my Mac Pro is running noticeably slower.
Your 2010 Mac Pro should still be very capable, I have a 2008 and it's still as lithe as it was 11 years ago. It may be that your hard drives are beginning to fail, or perhaps you are running software that could be impeding the performance of your Mac, software such as anti-virus uses up resources and is completely unnecessary on a Mac. You could if you want run this app, http://etrecheck.com this will generate a report on your Mac that you can share here for inspection, no personal details are included in the report. Once the report has been generated click on Share Report art the top of the report then click on Copy to Clipboard, open a reply here and click on the third icon (additional text) from the right hand side of the toolbar at the bottom of the reply box.
I did download Mojave and it advises that I need to install High Sierra 10.13.6 or greater. So...back to the App store...and...no upgrades are listed...in fact, a search for High Sierra yields no results.
Am I simply SOL on an update? I suppose it could make a nice $4,000 shiny planter.

Yes. Just a matter of money to purchase one. After that the installation is pretty straight forward. Bunches of videos out there to show you how to do it.
