This seems to be no more than a phishing scam. Don’t reply to any of these messages. So, Contact Apple: (8003)MY-APPLE, and request the Apple Rep on the phone to run you through securing your account.
If an eMail, I recommended that you forward this to Apple using:
reportphishing@apple.com
Apple will most likely not get back to directly, but the more they hear about such scams, the more Apple’s engineers will know about what is going on, and how to fix these concerns.

Seeing that reply topic “Re: Disabled Account” kinda made me jump.
But, you’re right Limnos, Apple could have disabled the account themselves.
So, whether it’d be officially Apple doing so or not, we wouldn’t know. So, contact Apple somehow, to figure this all out.
Good Luck.

If it is an e-mail mentioning a disabled account it is indeed likely phishing. Otherwise Apple can disable an account for security reasons, or for payment issues. The solutions for those two are different. In the case of this thread the key indicator was the mention of the 'iTunes and App Store' which indicated it was probably the message handled by the document I linked. ;-)
