text messages on iOS 12.3.1

Ever since installing update 12.3.1 on my iPhone X, text message alerts now always announce a second alert one minute after sending first alert of new message. This did not happen with 12.3 and earlier. How do I stop this annoyance, especially when reading the text. Anyone else have this happening??
