Can't upgrade OS

Need to update an iMac to at least 10.12.x, but have tried both High Sierra and Mojave installers, I would like to not lose data here for a multitude of reasons that are related to the function of the machine and who has access to what accounts on the machine.


The problem right now is that none of the installers will progress past the "Continue" button at the very beginning of the installation.


So far I have tried a different admin account, a brand new temporary local account with admin permissions, starting the installer in safe boot, starting it from a piece of removable media, etc.


Is this a common problem? I've seen plenty similar on the forums but if this is going to happen across all of the iMacs in the building I would prefer to get ahead of it now, any ideas?


Details on the iMac:

OS X El Capitan Version 10.11.6

Retina 5K Late 2014

3.5Ghz i5 - 32Gb @1600mhz DDR3


iMac Line (2012 and Later)

Try restarting and booting into Internet Recovery by holding down the command - option/alt - R keys. See if you can complete the installation while booted there.
