How do I upload a pdf document to a website that is asking for my birth certificate?

I figured it out. I just dragged and dropped it onto the upload button. Weird that it was grayed out when I was browsing for the file.
Follow the instructions on the website. They likely have a form to fill out or some other method of uploading the file.
Personally, with all of the identify thefts occurring, you could not get me to upload a PDF of my birth certificate for any reason. Not one employer, or government entity has ever requested that I do so.
Does the site state a size limit for the uploaded PDF? It may block the upload until this is met.

It is for applying for HEAP. The document is grayed out and won't let me select it.
