That indicates a sort of recovery mode when the normal startup sequence fails.

Unplug from power for at least 30 seconds, then try starting up again.
If the issue persists, do a restore through iTunes, and re-install the system software that way. Restore your Apple TV through iTunes - Apple Support
If you have the 4K model, bring it in to Apple, so that a technician can do the restoring, as you can’t do it yourself with that model.
