Settings - General - Background App refresh. Turn it on there. If grayed out, then it is restricted in contents and privacy under screen time settings.

I want to turn off my Background App Refresh on iPhone 14 Pro Max After moving my data from my former iPhone SX Max to iPhone 14 Pro Max, i have been struggling to turn off my Background App Refresh. Mind you, I know the process to turn off the Background App Refresh ( Setting - Background App Refresh) the toggle (on/off) is on which I couldn’t turn off in lock or gray color.
