Apple does not do business in Iran.
No support is available in Iran.
it's not even technically legal for someone in Iran to create an Apple ID.
The ID on the "card" was created in violation of Apple's terms and conditions.
There is no way for you to bypass the activation lock. Having the lock removed by Apple would require that you present the original proof of purchase from an authorized retailer. Since you purchased a gray market phone that was illegally taken to Iran, that is not possible.
Recycle it and go buy a phone that is supported in your country.
Apple ID locked iphones can not be unlocked without information of the account. Try "forgot password" option.
