it keeps telling me to verify payment info

I am trying to update my payment info on my account ... the card that I had attached is a card that they are no longer offering I have been issued a different one .... I cannot verify the previous payment information so it won’t let me add a new payment. My software is up to date. I have a family account and I am the moderator.

If you mean you are the Family Share organiser ('moderator' ?) try doing it via https://appleid.apple.com/account/manage


If that also doesn't work contact iTunes Support and see if they can help you do it :  http://www.apple.com/support/itunes/ww  (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
