How could I access my photos in iCloud on iPhone 6 iOS 12.3.1?

Login to your iCloud account on your phone.
Once logged in, go to Settings. Then go to the "Apple ID, iCloud, iTunes & App Store" section.
Hit iCloud then go to Photos.
Once in Photos, turn on "iCloud Photos".
