For your 2nd problem follow the instructions in this link-->Restart your iPhone, iPad, or iPod touch - Apple Support

Does your phone receive incoming calls? If it does the phone is working. Contact your carrier to find out what the problem is with your account. If it doesn't work as a phone at all see-->If you can't make or receive calls on your iPhone - Apple Support
