Can I block then delete a contact?

I believe you can. I can't say I have done it but I have added random numbers to my block list. By that reasoning, although your phone won't store the contacts details in your block list it will maintain the mobile and/or landline number.
While you can delete a contact, you will need to leave the number in your blocked numbers, if you wish to continue blocking the number.
