New iPhone XR Slow on Wifi

Just purchased a new iPhone XR, and the wifi connection is 5-10 mbps download at best. All other Apple devices (3 laptops) and smart TVs have no issue and are reporting 50 Mbps download speed

iOS is up to date

tried forget this network, and rejoin

rebooted phone

reset network settings etc

still poor performance

any suggestions ?
