Setup Assistant didn't install my second user to my new MBP?

I just bought a new MacBook Pro and did a Setup Assistant from my Time Machine backup. The old machine (also a MacBook Pro) had 2 users, a and b, and I wanted to bring them both to the new one and selected all the files for both users. Following an otherwise mostly successful migration for user a, user b did not get brought over at all; there isn't even a user b created. What do I do to bring over user b? Do I create a new user "b" on the new MBP? Is there a way to do that and then use Setup Assistant or Migration Assistant for that user? Help would be appreciated, thanks!
