am on vacation in canada and böigste an iwatch. Unfortunately the ECG does not work.
question: when i Return to GERMANY (where EcG function is allowed) will it work then or is it a different Hardware?

You are correct, the ECG function setup needs the device to be in the country where it was purchased. It is unlikely a Canadian watch will enable ECG in Germany.
If you purchased the cellular (LTE) version you will also find it is not compatible, can not be enabled on German networks, and is not supported for warranty in Europe. My advice if this is a recent purchase (within 14 days) is to return it for refund, and purchase a compatible model when you return to Germany.
You Apple Watch will work in Germany but the ecg function won’t.
You should purchase the watch in the country or region that has approved the ECG feature.
I'm having a little difficulty interpreting your question. A call to the store in Canada where you purchased the watch should be able to answer your question.
