How do I access all ICloud storage?

Hi I have an IPhone 6s and I’m simply trying to access ALL of my storage on my ICloud.

When I sign into ICloud.com instead of displaying everything it doesn’t really show me anything at all. When I go into settings it just tells me I’ve used 4.9 GB of 5 GB.

How do I access this storage? I can’t update to the IOS because i get a message “Not enough ICloud storage to update”. Thank you
