I did not subscribe to ITUNES.COM/BILL,ITUNES.COM but at the same time I have ITUNES.COM/BILL, ITUNES.COM withdrew $ 30 from the Card, please return them back

We are fellow users, these are user forums as you already know, nobody on here can return anything back to you.
Why do you think it's a subscription (you can't have a subscription to iTunes itself) ? Does it show on the purchase history of any iTunes account you've got linked to the card : See your purchase history in the App Store or iTunes Store - Apple Support ?
