Boot Camp Assistant stuck at Partioning disk

I had some issues with connecting to the internet with my Mac so I factory reset it. I used to have bootcamp and the issue was present there too. After I cleared everything, I used time machine and put my Mac side back to the way it was before the reset.

I'm currently trying to add bootcamp to my Mac again but I'm getting lots of issues with it. Ive solved around 4 or 5 of those issues but every time I solve one, a new one pops up. This time I'm stuck on "Partitioning disk" in Boot Camp Assistant.

I have a hypotheses on what the issue is but I'm not sure how to solve it or if its even the issue.

1) Could my windows bootcamp have not been reset properly?

Anyone have a solution?

If your iMac has a Fusion drive, can you test with this - Download macOS Mojave 10.14.5 Boot Camp Update ?
