How can I set up request to buy if everyone on my family sharing are adults? Or how can I change the DOB year of my kids to look like they're 13 so they have to request to buy? Or is there a way to have everyone ask the organizer (me) before purchasing something?
You can't set up ask to buy for anyone that is 18 or older. There isn't a way to make everyone have to ask you before purchasing something. If you do change birthdays, make sure you record what birthday you set. That date is sometimes needed to verify the person's identity.
