Based on what you've described, I'd suggest checking to see if there are any restrictions set with Screen Time on your device: Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support.
If you don't see that parental controls are set up but are still unable to stream your content over cellular data, check to see if there are any updates to your iOS software: Update your iPhone, iPad, or iPod touch - Apple Support or your carrier settings: Update your carrier settings on your iPhone or iPad - Apple Support.
