Technically you can slide any size watch band onto any Apple Watch, HOWEVER, a too small 38mm band would not fit very well and may or may not latch. If it doesn't latch, your watch could fall off your wrist.
If you have a 44mm Apple Watch, then you should use either the 42mm watch bands or the 44mm watch bands.
The 42mm and the 44mm refers to the size of the display on the Apple Watch, but both of those models used the same size watch band mounting slots.
The smaller 38mm and 40mm display size watches also keep the same smaller watch band mounting slots.

Sorry you are getting conflicting answers. A call to an Apple Store should give you the correct answer, From everything I have read you should be able to use a 38mm band on a 44mm Series 4 Apple Watch. Just read more articles that state the 38mm works with the Series 4 42mm. So it looks like Deggie was right.
To answer your question briefly, no it will not.
