This says solved on earlier queries -- but it's not. Messages hangs terribly (10-15s!!) almost every time I try to use it. 10.14 and .15 seemed like a modest improvement -- but it's not "fixed." Any news on how to fix this for once and for all? Is it even on Apple's radar for the next update??

I can't tell. I'm still in safe mode and it seems to be better. Not GONE - but significantly less time pinwheeling. I'll reboot and see what happens.
Boot into Safe Mode, Use safe mode to isolate issues with your Mac, and try Messages from there. Any improvement? Reboot normally and test again.
