Navigation Menu missing from iPad

My parent's iPad Air is running the latest version of iOS 12, but seems to be missing the ability to provide Navigation information in Apple Maps. When I go into Settings > Maps > I only get "Driving" and not "Driving & Navigation" as a choice. Inside that menu, the only options are "AVOID" with Tolls and Highways as options...

Similarly, if I am in the Maps app, in the bottom left corner when I swipe up all I get are the buttons for "Overview" and "Details".

Have tried running latest updates, force-quitting Maps, Restarting the iPad, all to no avail.
