Hi there. My toddler dropped my iPhone X in his kiddie pool. Is wasn’t deeper than 4 inches. Now it won’t turn on. Apple claims that the iPhone X is waterproof to 3 feet/1 metre. Will apple still charge to completely replace the phone? I feel like it is false advertising, if so.

No they do not make this claim. They use the phrase water resistant.

Nowhere does Apple claim any iPhone is waterproof.
The iPhone has been certified as water resistant, they are not the same thing.
Water damage is not covered by the warranty.
No electronics manufacturer covers water damage to any water resistant phone.
You abused the device and will have to pay for a new one.
