You would have to downgrade to High Sierra or earlier to use Windows 7 with Boot Camp.

Only Windows 10 is supported by Boot Camp in Mojave, so you will have to install it into one of the available Virtual Machines as a guest operating system. You will need a full, licensed installer, not an upgrade.

  1. VirtualBox — free from Oracle
  2. Parallels Desktop — fee from Corel
    1. Parallels Desktop Lite in Mac App Store is now a required annual subscription
  3. VMware Fusion for Mac — fee from Dell

Installing Windows 7 directly to the Apple bare metal is not supported by Apple, and no Mac hardware driver support is available for this unwise installation choice.

I have used VirtualBox with Windows 7, and presently use it with Windows 10 Home Edition, where it works well when run from an external USB3 SSD on an iMac with 24 GB RAM.
