When making some calls on my iPhone watch 4, it goes into their voicemail automatically.

Typically this means that the phone is powered off or in an area where that it can't connect to the cell network. It can also be that the person has set the phone to send calls from a specific number directly to voicemail. One of several things, the phoneis off, out of service, or the number is blocked from calling
