i recently did the new update and just before that my phone stopped sending any picture or gifs to anyone who doesn’t have an iPhone. It just says not delivered with that exclamation mark. After the update I can text anyone again, but still having issues with the pictures. Tried all suggested things and nothing worked.

If these are things to non-iOS devices, they are SMS/MMS. Those are controlled by your wireless carrier. Contact them to troubleshoot your account. The iPhone does not have settings for that, except for the MMS switch under Messages.
