I just got a new iphone and it wont send text messages or make phone calls to android users. I am able to receive texts but not respond.

I've been on the phone with them for an hour, they've reset everything, had me remove and reinstall SIM card, and it's still not sending.
Contact your cellular carrier. The phone doesn't care what kind of device is on the other end.
SMS and phone calls are carrier features.
