storage, clouds etc

Hello - very very tech noob here - my daughters iPhone 5s died, we replaced with iPhone 6s today. it asked if we wanted to - cant remember exact words - but save photos to icloud. we said yes. basically she has a lot of photos she wants saved to the cloud and safe but she likes them stored in folders as she had them on her phn and ipad when she took them and foldered them. we arent sure if they will store that way but also the photos aren't all showing on the phone yet but the storage is nearly full. is there a way she can access them, in folders, from her phn and ipad but without them physically using up storage on them - eg just call them to phn from the cloud to look at but not store on phn - at any time?

iPhone 6s, iOS 12

iCloud is a syncing system, not an external 'hard drive'. To increase space available, go Settings/Your Name/iCloud/Photos and select Optimize iPhone/iPad Storage. That will reduce the space required by about 90% when fully effective.

Or you need a different cloud based solution such as Dropbox, OneDrive, or Flicker.
