If someone has blocked my phone can I still text them from my iPad that has the same Apple ID ?

If you sent from your iPad using an email address to send from, then they know your email to. Blocking has nothing to do with a device. iOS blocks a contact, based on whatever information is in that contacts entry (telephone numbers and email addresses).
It would depend on what they blocked. If they blocked your Apple ID email and phone number, then you’re blocked on iPad as well.
Not if their contact for you includes the emails you use with iMessage as well as your cellular telephone number.
How would they know my email? And I sent a message from my phone that never delivered but from my iPad it says delivered. Does that mean they got my message?
