Refund

I was billed $59 for an app that i had no intentions of purchasing (PicsArt). I never use this app. I’ve reported it to PicsArt and they told me that Apple would refund me but when i took the necessary steps, the site said a refund could not be made for the app. I absolutely cannot afford that transaction and I would simply like a refund.
