Text Messages

I can not send text messages to contacts that do not have apple devices, from my iPhone SE. They can send me text messages but, when I try to reply, I get the red ! and can not deliver. When I click on the red ! I do not get the option, "Send as text message" , only "try again" or "cancel" I have trouble shot this for the last 4 days. Can anyone help?

Yes. They must de-register their iMessage registration. Deregister iMessage on your iPhone or online - Apple Support
No. You indicated you cannot reply, but you did not indicate what happens if you initiate the conversation to a person's cell phone number. Anyway, SMS is a cellular carrier function. You should contact your carrier.

The answer is no, and when I try to indicate a new conservation it goes back to the last text as a response.
