phone is locked - sign in to iTunes

My son's phone is locked and it says to connect to iTunes - I have done that and it is still locked? Now what?

You have to follow the instructions in here.

If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
