Each iOS device is limited to three iCloud accounts. This restriction is tied to the hardware and has nothing to do with your Apple ID. You cannot create another iCloud account on that device.


The solution is to create the account on another iOS device or a Mac computer, sign out of the old iCloud account on the phone and then sign into the new one.
