Not officially no. Mojave does have certain requirements, eg a Metal Capable video card. and if your MacBook Pro doesn't meet those requirements, then you can't run it. It can run El Capital or High Sierra (if you have bought it before from the App store.

you can add two ssd and 16 gb ram @ 1666mhz in mbp 8.1 (early 2011).
its a pity than pcie sd card is nerfed by apple :( . Owners of early 2011 have 2 pcie unusable
