Why when i switch my region from USA to Jamaica and i add my debit card for payment to purchase music it says that open itunes U app and it also says cannot connect to iTunes store but when i put my region back to USA it works but i then I can’t add payment to purchase music i need to know why?

Which country do you live in, the US or Jamaica (or somewhere else) ? You cannot use a country's store unless you live there.
Media (music, films etc.) isn't available from iTunes in Jamaica, what you see in the iTunes Store app is to be expected

You can only purchase from the iTunes Store for the country you are in at the time, and you can only use a payment method registered in that country.
Oh i live in Jamaica
In that case you won't be able buy music etc. from iTunes, not until if/when Apple start selling it there.
