After Restoring Contacts from iCloud to Mac, Profile Photos are Missing

Hello,

When I go to icloud.com, all of my contacts are 100% accurate and each one has a profile picture. They also look perfect on my iPhone and iPad. My 2009 Mac running High Sierra has all the correct information for each contact, but out of 181 contacts, only 7 profile photos are showing up. I've restored my contacts to all of my devices through icloud.com and I've tried unchecking the contacts box in my Mac iCloud preferences to clear my address book, then rechecking the box to populate it again. Nothing works...still only 7 out of 181 profile pics show-up.
