what do I do? Can I repair/restore game center or do I have to delete everything and reinstall the phone completely? (God I hope not)

Thank u but as seen in the screenshots it’s not located where it should be. Some games I’m playing can no longer be accessed as Game Center (not the app but the in-built function) no longer is there, it just disaperad last night.
It's still there is 12.3.1. Since 12.3.2 is specific to the 8+, and I don't have an 8+, I have no way to verify one way or the other whether this is something specific to your phone or whether it was removed altogether in that version.
Game Center was removed as an app 3 years ago. Most of its functions were moved to the apps that use it. The login for Game Center is in Settings/Game Center.
I believe the Game Center app was killed off several versions of iOS ago...
You can still sign into it in Settings.
