disabled iPad

Good evening, currently my iPad is disabled and says to connect it to the iTunes Store, which I did and nothing happened. When I connected the device to the iTunes on my MacBook nothing popped up telling me that my iPad was connected. I even tried to reset it and that didn't work as well, just turned on and off. How can I disable it if it isn't connecting to iTunes and the resetting isn't working?

iPad, iOS 12

Be certain your iTunes version is current.
