How do I stop it or restart it?

Thanks for coming to Apple Support Communities for help with your new iPhone that is stuck in the setup process.
It sounds like a force restart of the iPhone is the way to go: Force restart iPhone
- Press and release the volume up button.
- Press and release the volume down button.
- Press and hold the side button.
- When the Apple logo appears, release the button.
