Camera in browser blocked on active phone call

Since the latest update, it seems that the camera is blocked in safari on iOS, when you already have an active phone call.

We're using a WebRTC based webtool which requires the camera in Safari, while having an active call and this was working until recently. Is there a reason for Apple to blocking this?
