Password countdown message on iphoneX

Hi, I got a countdown message today telling me I had 60 minutes to change my passcode. I did some searching and found that it may be a bug relating to safari so I deleted my history and cookies, restarted, and waited for the message to reach zero.

I'm passed zero and I've got the option to use my phone for emergency calls only or to change my passcode.

What is this and what can I do?
